Any person who performs construction work for a fee of more than $500 is mandated by law in California to be a licensed contractor. This means that individuals or businesses engaged in the construction or alteration of any building, road, parking facility, excavation, highway, railroad, or other structure in Los Angeles must be licensed by the California Contractors State License Board (CSLB) if the total cost (labor and materials) of one or more contracts on the project is $500 or higher. They can be licensed as general builders, general engineering contractors, or in more specialized trades, including well drilling, landscaping, framing, or masonry. They need to be licensed before submitting any bids. Licenses can be issued to individuals, corporations, partnerships, limited liability companies, or joint ventures.
Exempted from getting a license are those who do minor work, which is a project for which the total value of labor, materials, and other costs on one or more contracts is less than $500. However, it is not allowed to divide a large project into amounts that are less than $500 just to qualify for the $500 exemption. Unlicensed contractors will need to provide the purchaser with a written disclosure in the B&P Code section 7048 indicating that they are not licensed by the CSLB, or else the $500 exemption will not apply.
To qualify for the California contractors licensing exam, candidates must have at least four years of experience in their particular trade and such experience must be within the last 10 years. College and trade school can count as three years for those who don’t have the full four years of experience.
The classroom curriculum or program that was created by the Contractors State License Center is composed of six courses that elucidate on the topic of Law and Trade. It should be noted that the California contractor license exam is actually made up of two separate exams. One exam is a regular Law and Business test, which people will have to pass in order to qualify as a licensed contractor in California.
Those who successfully pass the Law and Business part of the exam will then take a second test, which will now be focused on the specific trade or certification area that they want to focus on. It should be note that this trade test is not required for the C-61 Limited Specialty Classification.
