He discussed Cocktails-For-Hope’s goal which is to allow bars and restaurants to sell cocktails-to-go. Mr. O’Leary indicated that this change to allow restaurants or bars to have these rights can be the difference between survival or a business closing its doors. He indicated that “the ILCC has made positive changes in response to the COVID-19 crisis including allowing packaged goods sales to-go. However, this will not be enough for bars and restaurants to survive. A packaged goods store can sell liquor for much cheaper than a restaurant or bar and restaurants and bars can not compete on price. Cocktails are the unique item which restaurants and bars can sell that packaged goods stores cannot. As very few restaurants can survive without income derived from a liquor license, cocktails-to-go is necessary.”

Cocktails-For-Hope is gaining movement and has bi-partisan legislative support to allow for cocktails-to-go. It has proposed solutions to problems such as minors accessing alcohol, alcohol in containers in violation of the Illinois Vehicle Code, sanitation issues surrounding alcohol, and delivery services running afoul of the law. Cocktails-For-Hope has made TV Appearances on WGN-TV, WBBM/CBS-Chicago, Channel 5 Chicago, and will be making appearances this week on Fox Chicago and WCIU Chicago.
